On Thursday, the Laramie County Sheriff’s Office reported a remarkable incident. One woman managed to bypass a safety feature on a patrol vehicle and steal it, leading to a series of chases and arrests.

Unprecedented Theft and Chase Drama in Laramie County

Section 1: The Initial Theft

At around 5:13 p.m. on Wednesday, the Laramie County Sheriff’s Office received a report that a white Ford F–250 truck had been stolen from the 800 block of South Greeley Highway in Cheyenne. Witnesses believed Mandy Miller was the thief. Deputies used the truck’s internal tracking device to locate it in the Horse Creek Road area off Interstate 25. They made contact with the driver, later identified as Tianna Quin. Quin then led them on a chase into the Scenic Ridge Drive area. There, the truck’s rear tire blew out and it stopped. Quin got out and fled on foot.Deputies were concerned that if she reached a nearby home, she might commit more crimes.

Section 2: The Theft of the Patrol Car

Two deputies quickly scanned the stolen truck for more occupants as they chased Quin on foot. The vehicle had a lot of stuff in it, and the original reporting party said there was only one occupant. But unfortunately, there was a second suspect hiding in the car. As a deputy arrested Quin, Mandy Miller got into the patrol car and drove off. The car is supposed to prevent this from happening. When the deputy puts the patrol car in park, there is a device that requires unlocking a secret safety feature to put it into drive. Usually, the car is left running when the deputy gets out to chase suspects. For some reason, this lock device didn't work in this case.

Section 3: The Second Chase

Miller fled the scene in the stolen patrol vehicle and followed a resident to their home. She displayed a firearm taken from the deputy’s vehicle and demanded the keys to the resident’s car. The resident complied out of fear for their safety. The Laramie County Sheriff’s Office and the Wyoming Highway Patrol quickly disseminated information about the stolen vehicle. Law enforcement found the vehicle at the intersection of Wind Dancer and Iron Mountain Drive. Again, Miller tried to flee, but the Wyoming Highway Patrol halted the vehicle with spike strips.Miller and Quin were apprehended without further incident. Authorities booked Miller into the Laramie County Detention Center on charges of driving under the influence of drugs, an Albany County warrant for drug possession, vehicle theft, aggravated robbery, eluding, and “a host of other offenses pending.” Quin was booked on a Larimer County, Colorado, warrant for vehicle theft and has “multiple additional charges pending.” All stolen vehicles have been recovered, as well as the deputy’s weapon.The Laramie County Sheriff’s Office issued a statement of thanks to the Wyoming Highway Patrol, Laramie County dispatch, and the Wyoming Division of Criminal Investigation.
